- item: Thesis-Full-textA Framework for evaluating the effectiveness of eGovernment initiativesWaduge, LPH; weerawarana, SThe Government of Sri Lanka has embarked on the e-Sri Lanka Re-Engineering Government program, which is an Information and Communication Technology (ICT) road map, with the intention of providing efficient and effective services to its stakeholders, mainly, the citizens of the country. The implementation of e Government solutions necessitates organizational readiness in terms of structure and human capacity as conventional practices have failed to achieve institutional objectives desirable in today's context. E Government can transform the way the traditional public sector organizations work. However, the success of the program. is contingent upon 'several factors such as leadership commitment, competent staff, financial and other resources. In this backdrop, this research study presents an interesting Analytical Model that public-sector institutions may adopt, in evaluating the effectiveness of e Government implementations within government organizations in Sri Lanka. The objective of this research was to find critical factors that influence the effectiveness of e Government initiatives in the solution implementation stage as well as in the solution operation stage, and to then formulate an evaluation model to analyze those factors at the organizational level. The key e Government projects and initiatives under the Ministry of Public Administration and Home Affairs have been included as the sample space to test the effectiveness factors in the analytical model. The development of this analytical model was done after extensive literature review in related areas with respect to developing countries, and through a pilot study done in the Sri Lankan organizational context. The proposed analytical model can be used by any government agency to evaluate E Government projects prior to deployment and more importantly, during the operational stage. Based on this factor analysis, appropriate recommendations can be proposed to enhance and strengthen the e Government initiatives by considering all related factors in the implementation stage such as organizational ,surrounding environmental and other enabling factors pertaining to government organization in Sri Lanka. The model features built-in iterations and feedback loops which enables systematic analysis of operational effectiveness, thereby enabling the implementation of timely corrective measures leading to continuous improvement and enhanced positive operational impact of the e Governrnent solutions.Furthermore, since the model was conceptualized and designed with Sri Lankan government organizations as the focus , it is highly relevant in the local context in comparison to the existing evaluation models that are in use elsewhere in the world. Clearly, this model would also be useful in other developing countries with government organization and government process profiles that. Are similar to Sri Lanka, for the purpose of evaluating their e Govemment projects systematically in order to improve their solution effectiveness.
- item: Thesis-AbstractAn Assessment on suitability of e-procurement for Sri Lanka RailwaysSamarasinghe, ATLP; De Silva, CThe level of maintenance of locomotives and other engineering systems of the Sri Lanka Railways : SLR does not meet, the system availability levels, demanded by the train operation and the problem persists even after receiving new rolling stock in recent years. This has been revealed by Railway Performance Reports. One of the main reasons is the non-availability of spare parts and other maintenance items, at the time when they are really required. The railway procurement process is not geared to cater to the requirements of the maintenance departments of SLR. The research was designed, to identify the current problems of railway procurements, including problems experienced by maintenance departments, suppliers and by the procurement (stores) department. It examines how other similar organisations have overcome such problems through application of technology. The existing railway procurement process was deeply studied while studying the procurement processes of other Sri Lankan Organisations in the same manner. Related literature review revealed that carrying out organisational procurements electronically brings many advantages and the current procurement problems of Sri Lanka Railways ' SLR ' can be overcome through implementation of electronic procurement within railways. The survey identified fourteen problem faced by the three groups of stakeholders of the railway procurements. Furthermore, it was found that the other Sri Lankan Organisations who have implemented electronic procurement, also have had similar problems and have overcome those problems through e- P implementations. Based on the survey findings and as per literature review, it is recommended to implement electronic procurement within Sri Lanka Railways and a phased implementation starting from Restricted e- Tendering is recommended. Furthermore, a few improvements and reforms such as, classification of procuring items, with the intension of diversifying procurement strategies and formation of Procurement Circles to expedite the current processes, are recommended.
- item: Thesis-AbstractAn Empirical study of the critical success factors for business process re-engineering (BPR) in the employees' provident fundAthukorala, NA; Weerawarna, SMThe Employees' Provident Fund (EPF) is an organization to which Sri Lankan private sector and semi-government employees contribute a percentage of their monthly income and the employer contributes a percentage of employees monthly income throughout the employees working career. The administrative aspect of the fund is handled by the Department of Labour, whilst the management of the fund is handled by the EPF department of the Central Bank. The total amount contributed with the accrued interest is reimburse to EPF member qualified to claim as per the section 23 of the EPF Act. Statistics of the EPF revealed that there are 7000 - 8000 applications received per month by the Labour Department from the members for EPF withdrawals. The EPF IT enabling project was launched covering the EPF refund section in 1998 n order to improve staff productivity and provide a more effective service to its principal clients the employees who call over at the head office of the department or its sub offices island wide. Until the year 1998, all EPF claims were handled by the Management Assistants manually. Now all existing member records are computerized and all manual procedures of record retrieval are supposedly abandoned. The Management Assistants and Staff Officers have been provided personal computers with on-line data retrieval facilities from the central employees' master database as well as the Central Bank member accounts' database in a networked environment. However, the trade unionists and members still complain about the delay of their EPF claims. There are complaints about mal- practices in various claim units in district offices. Although claim flies are handled by the computer system and a large amount of records are retrieved electronically, the record keeping staff still retrieves member records manually leading to corruption in the system. This research study is focused on identifying the problems of existing IT enabling systems of the EPF with the intention of making suggestions for a member centric solution for the EPF refund system.
- item: Thesis-AbstractAn Exemplar approach for government process re-engineering in Sri LankaGunawardana, PIMA; Weerawarna, SSri Lanka is at a stage where it has begun implementing or is about to legin implementation of many large-scale e-go\ernment solutions under the e-Sri Lanka Re Engineering Government program of the ICT Agency of Sri Lanka. Most of the e government projects under the e-Sri Lanka program have been designed to first have a Business Process Re-engineering stage, before the commencement of the usual system study stage. Business Process Re-engineering (BPR) is a major, important, and time-consuming activity that includes identifying and then making changes to existing management processes, routines and workflows to enhance the efficiency and productivity of the institution and its management. Performing such a BPR activity before the design and implementation of an e- government solution is highly important since most government departments tend to have historically inefficient and highly ingrained management processes, routines and workflows which prevent the execution of government services in an efficient manner. Clearly, the success of a proposed e- government solution is critically dependent on the success of such a BPR endeavor, which would span across all the government entities involved in the e- government solution. This research work focuses on the many major e- government initiatives of the e- Sri Lanka Re- Engineering Government Program in order to study the impact of the different BPR approaches adopted in these initiatives on the final outcomes of the solutions. The research effort is targeted towards identifying the BPR approaches bestsuited for a developing country such as Sri Lanka, which still has significant remnants of historical, colonial government processes. This study discusses an innovative exemplar model for government process reengineering. This exemplar model can also be utilized to evaluate BPR approaches used in e- government initiatives. By leveraging this model, the author intends to clearly identify and categorize different BPR approaches, and then determine the BPR approaches that would be most appropriate in the re-engineering government contexts, of Sri Lanka and similar developing countries.
- item: Thesis-AbstractBusiness process re-engineering of the emergency treatment unit at the Colombo South Teaching HospitalKarunatilaka, MN; Weerawarana, MSWith the emergence of information and communication technology (ICT), health care institutions too, commenced incorporating new technologies, aimed at efficient delivery of health services. Initiatives of this nature, categorized as 'e -health'- have become an important activity area, resulting in many advanced total software solutions, for health care institutions worldwide. Unfortunately the acquisition costs of such solutions are too high, for developing countries such as Sri Lanka, and they continue to be challenged, in trying to overcome this financial barrier. Furthermore, most such solutions are not tailored for the specific needs of health care institutions in developing countries, which themselves, have evolved towards providing affordable health care, with highly limited resources in challenging environments. In response, developing countries could consider adopting alternate approaches to achieve the efficiency goals of e- health, by first, systematically studying and identifying the unique features associated with the hospital sectors in these countries and then, by providing innovative e- health solutions that would specifically address the challenges and issues common to health care systems in developing countries. The objective of this research was to find a practical methodology to systematically study a Sri Lankan health care institution with the view of re-engineering the related processes by utilizing the same limited resources in an efficient and effective manner. A clinical unit - the Emergency Treatment Unit (ETU) of the Colombo South Teaching Hospital - which is one of the largest teaching hospitals in Sri Lanka, was chosen as the sample space to test the theories generated by this research. Following an extensive study to identify the essential processes required for the functioning of the ETU, the researchers formulated a well-structured and iter atively applicable framework to re-engineer the processes in Sri Lankan health care institutions. The proposed framework, defines a methodology to perform a detailed analysis of the existing workflows, in a clinical unit and to then re-engineer, those process-level as well as policy-level workflows. Since every clinical unit of hospitals in Sri Lanka carry out more or less the same functions in different contexts, the fundamental Coriperts- KL the Sri Lanka. The model features built-in iterations and feedback loops which enables systematic analysis of operational effectiveness, thereby enabling the implementation of timely corrective measures leading to continuous improvement and enhanced positive operational impact of the E Government solutions. - item: Thesis-AbstractAn E-health records system for indigenous medicine practice in Sri LankaAbewardana, SMNR; Gamage, CDThis research study is based on the indigenous medicine practice in Sri Lanka. This system of medicine still uses traditional methods for treatments and has a long historical background with conventional development also taking place. As of late 2011, there are 62 Ayurveda hospitals, 208 Dispensaries, and 231 Free Ayurveda dispensaries for indigenous healthcare delivery. These 501 Ayurveda healthcare delivery centers are functioning under the government sector. With the ongoing recognition of immense benefits in indigenous medicine and treatments, a local as well as a global demand for the indigenous system ofmedicine is increasing rapidly. The current means of indigenous healthcare delivery and management has been unable to meet this growing demand in an effective manner. In addition, there has been no concentrated effort to adopt modem technological practices to cope with that demand for indigenous medicine and treatments. The main objective of the research work presented in this thesis was to explore the approaches and mechanisms required for introducing an e-health records system to the indigenous medical practice and consequent implications to practitioners and the field of indigenous medicine. The generally identified problems hindering the adoption of modem technological capabilities in indigenous medicine practice were the use of informal medical record systems that are paper-based and the nonavailability of standard lists of Classification of Diseases, Medicinal Plants, and Prepared Drugs. This research study focused on the means necessary to overcome these main problems and to identify the perception of Ayurveda medical officers towards the use ofICT and their tendency to adopt modem practices. This thesis also analyzes the experiences ofseveral other countries in the adoption of ICT in healthcare sector thrdugh a detailed literature review. Based on the literature study, a theoretical model to study adoption of ICT technologies and mechanisms was selected and modified according to the local requirements. Using this model, termed the Fit Individual Task and Technology (FITT) model, an empirical research study was conducted through a questionnaire-based data collection. The theoretical vn model allows the study of three variables, Attitudes Towards Use of ICT (ATUI), Perceived Usefulness (PU), and Perceived Ease of Use (PEU) to understand the implications of technology adoption in a hitherto non ICT-oriented sector. In the study, a random sample of 302 was drawn from an approximate population of 1,400 indigenous medicine practitioners and administrators. From this sample. 280 respondents provided empirical data for a statistical analysis and demographic data for a thorough understanding ofthe indigenous healthcare sector. An overwhelming majority of 267 respondents positively identified with initiatives for an e-health system for the indigenous medicine sector. This research study revealed the need for a coding system for all classifications of data sets in the indigenous medicine sector and an outcome ofthe study was such a coding system prepared through the perusal of many Ayurveda textbooks, other publications relevant to coding and classification systems, and interactions with pioneers in the sector of indigenous medicine. It is expected that the availability of a standard coding scheme would spur the introduction and wide adoption of an ehealth Records System to indigenous medicine sector by modifying existing software systems for the western medicine practice.
- item: Thesis-AbstractFactors for LGN usage by staff officers of divisional secretariats in Colombo districtRoshini, SS; Nanayakkara, VLanka Government Network (LGN) is the common infrastructure and the link that provides secure and reliable connections between government entities and e-government initiatives. E-mails and VoIP phones are the main facilities provided by Lanka government Network. It is obvious that the Colombo district is the pioneer of e-government implementation in Sri Lankan divisional administration due to its superior leadership and readiness to practice e-government initiatives. Though ICTA has provided LGN facilities, some observations and survey reports reveal that these facilities have not been fully utilized. The technology acceptance of the staff officers is determined for the purposes of this study through the usage of Lanka Government Network. The main objective of this research is to determine the present usage level and the difficulties in usage of LGN e-mails and VoIP phones. The research is focused on strategies for motivating LGN usage. In the Literature review the relationship among ICT usage, Perceived Ease of Use, Perceived Usefulness and the skills and knowledge of the officers has been discussed using the Technology Acceptance Model (TAM). Information was gathered using questionnaires and interviews, from a sample of sixty staff officers covering each divisional secretariat of the Colombo District. Questionnaires were distributed to forty five subjects to determine the usage level, ease of use, frequency usage and reasons for not using e-mails and VoIP phones. Fifteen officers were interviewed separately to find out the reasons why they have never used the above facilities and their requirements by way of facilities and training. It was concluded that the low usage of VoIP phones indicates that it is not a satisfactory device for communication. It was felt by the majority of the staff officers that it would be easier to use the LGN e-mails. Most of the officers are qualified in ICDL. The staff officers feel positively about the Ease of Use of LGN e-mails, but frequency usage of LGN e-mails and VoIP phones are at a disheartening rate.
- item: Thesis-AbstractFeasibility of using eLearning in capacity building of ICT trainers and delivery of eLearning courses in TVET sector in Sri Lanka(2016-07-15) Jayalath, JADJ; Nanayakkara, VCapacity building of instructing staff in Technical Vocational Education and Training (TVET) sector in Sri Lanka is a prevailing difficulty. Trainer competencies on technology are to be continuously upgraded to match the industry developments. Geographical distribution of the trainers throughout the country adds more complications for fulfilling this need of on-going, real time training of the trainers. Therefore this research has been focused on analyzing whether eLearning is a better alternative to deliver trainer training programs for ICT trainers in the TVET sector. Further the feasibility of converting some selected training courses in to eLearning based material is evaluated. The existing literature was reviewed to identify the major requirements of conducting trainer training programmes and delivering such programmes in eLearning environment. Based on the identified requirements, a questionnaire survey was conducted for main stakeholders namely trainees, trainers and TVET administrators. The survey was conducted according to a sample selected from the population using simple random sampling method. An extensive analysis of the collected data was the basis for final recommendations. From the survey, several favorable indications were revealed in the areas of English language ability, effectiveness of training delivery and trainers with good educational background which are plus points for implementation of eLearning. The need for trainer training is specially elaborated in the areas of eLearning strategy, technology and the technical support on learning management systems. The need for awareness in eLearning is identified in many instances of the research outcome. When considering the outcomes from all three categories, there is a very high potential to change the traditional course delivery methodology to eLearning. Several recommendations in the broad areas of infrastructure, training and institutional requirements were made for the development and implementation of eLearning in TVET sector in Sri Lanka. Infrastructure development was a key recommendation with setting up of centralized server facility including internet connection to every ICT training center. Trainer capacity building and thereby converting traditional training course modules to eLearning based materials were some important recommended activities.
- item: Thesis-AbstractForeign training feedback knowledge processing for the public sectorRupasinghe, DHD; Perera, ASKnowledge creation can be defined as a dynamic human process of justifying personal belief and skill in a search for the “truth.” The knowledge skilled person in an organization is an asset which cannot be included in the balance sheet. One ofthe key requirements of the public sector is to provide knowledge-based goods and services for the general public towards the development process of Sri Lanka. It is believed that sufficient experience in the area of work and extensive training will contribute to achieving the said goal with the assistance of public sector employees. The skills of the public sector employees, who acquired training domestically and internationally, will be vital to bridge any gaps in achieving the development goals of Sri Lanka within the knowledge-based economical environment. Sharing the acquired knowledge, particularly training acquired in overseas countries, with all other public sector employees will make a value addition to the training that they had. Studying the existing systems in the Sri Lankan Public sector giving special attention to the public value of having Knowledge Processing Systems based on the feedback on foreign training is one of the main objectives of this research. This work also proposes a Knowledge Processing System to facilitate key activities of knowledge sharing ifthey are not already available. Based on a wide literature survey, a Framework for a Knowledge Processing System for feedback on foreign training for the public sector was identified as part of this research. In this framework, the main variables are Organization Cultures, Organizational Structure, Technology, Policies, Training, Knowledge Assets, Performance of Sharing Training Feedback. Research findings include observations about the public value knowledge sharing and key aspects that can be incorporated in order to effectively utilize a Knowledge Processing System for sharing feedback on foreign training for Sri Lankan public sector employees.
- item: Thesis-AbstractHuman resource change management for e-government implementations in Sri Lanka(2016-07-12) Jeewamala, YKS; Nanayakkara, VChange Management is an essential factor for e-government implementations. Therefore the aim of this research is to explore human resource change management in e-government implementations. The writer first studied the existing HR change management models. This research expects to identify the relationship between HR change management and e-government implementation and effectiveness of HR change management approaches for e-government implementation. Five e-government implementations were selected for this study. In the Sri Lankan scenario, change management can be seen as a new concept for the government sector. The experiences of other countries have established the importance of suitable change management approach for e-government implementations. Therefore to identify a suitable HR change management approach, the writer reviewed HR CM models, HR change management practices internationally and change management experiences of e-government implementations in Sri Lanka. Through this method it is expected to arrive at a suitable HR change management approach for e-government implementation in Sri Lanka. The literature review revealed some factors related to the change management in several organizations. Based on factors and strategies identified through the literature review as well as experiences of the author a change management approach was adopted for this study. Bases on this approach, the author drew up questionnaires for interviewing respective change management consultants/teams, project management committee members. Data was also collected by interviewing system users/ project implementation team members based on the questionnaire and observing documents. After analyzing the data and information collected and evaluating the results, it was revealed that the activities of proposed change management approach was used in e-government implementations in Sri Lanka but not to same extent in all projects. The success factors identified in the literature review can be observed in e-government implementations and some new success factors also can be observed. They also were recommended. According to the observations and results of this study, some suggestions have been given for further studies.
- item: Thesis-AbstractImpact of training in ICT capacity building on E-government service delivery improvement(2015-01-29) Rodrigo, MCL; Nanayakkara, VIn this exploratory study the relationship between human resource training and organizational performance in a complex public organization of the Divisional Secretariat which is considered as ‗One Stop Shop‘ for many government services to the citizen in Sri Lanka was explored. Drawing from a wide range of theoretical literature and also based on my observations as an ex Divisional Secretary, the study was focused on the complexities involved in reconciling organizational performance and employee motivation/ satisfaction through training for improved e-service delivery at the local level. Using the theoretical insights of different theories and models related to the topic, the main findings of this study indicate that there are good potentials in human resource at the Divisional Secretariat to achieve e-Government objectives if it is suitably and adequately tapped and developed. Also, contrary to the existing literature on negative perception and attitude of political authorities and organizational managers as well as the staff at the public office regarding e-Service delivery, the research findings suggest that their attitude and readiness to embrace e-service delivery and strategic training and capacity building would resolve the existing issues at the Divisional Secretariat. The recommendations/ suggestions made at the end of this research document are expected to be implemented by policy makers and organizational leaders to make the required shift of existing service delivery paradigm to expected e-Service delivery paradigm.
- item: Thesis-AbstractIntegrated approach for import/export certificate processing for efficient cargo clearance(2015-01-29) Dias, PA; DE Silva, CThis work envisages minimizing many shortcomings including associated delays in the cargo clearance process when the import and export certificate which is legally known as license/permit become applicable. Preliminary survey conducted revealed that there is undue delay. The work then systematically identifies the factors that hamper efficient and effective enforcement of such regulations in the import and export of goods in the Sri Lankan context. A questionnaire was circulated among a sample of 100 importers and exporters or their representatives in order to gather information on ground level practical problems faced by them. Existing laws and regulations as well as regulatory processes at several agencies were examined to identify the correct legal position and any existing automated solutions. Various authorities were interviewed in order to identify their requirements as well as the problems they face. It was found that in almost all the instances manual procedures are in use in the issuance of certificates (licenses/permits) and in subsequent debit/write-off steps introducing delays, duplications and poor control effects. The study shows that certain commodities require certificates from more than one regulatory agency for identical purpose. It is recommended that Automated Certificate Processing System be put into use integrated with the existing Customs Automated System. It is also recommended that the simplification and standardizing of procedures at regulatory agencies as well as at Customs need to be carried out before introducing an automated system. Proposed e-Certificate system will not only expedite the clearance process but also will prevent the certificates being misused. Much superior controls could be implemented as online information will be available for all regulatory agencies. Main goal of the proposal is to eliminate paper requirement and pave the way for paperless trade in Sri Lanka.
- item: Thesis-AbstractStakeholder perceptions of online learning programmes of national online disttance education serviceLiyanage, L; Jayasena, S; Gunawardena, CAccording to the statistics of the University Grants Commission of Sri Lanka, every year about 125,000 G.C.E(A'L)qualified students fall into the category of "higher education Oppertunity less' due to the simple fact that the conventional university system does not have the capacity. Similarly, there is a large number of professionals scattered around the country who eek higher education opportunities as well as continuing professional development for which no opportunities are found in their respective areas. In addition, most of the employers operating out of Western Province need to train and re-train their employees in various disciplines which also need to be addressed. All these issues constrain opportunities available for continuing education, n this context online learning has been viewed as a way to increase access to higher and ontinuing education. Presently, a state-of-the-art network has been established by the National Online Distance Education Service (NODES) in order to facilitate the delivery of online post secondary level programmes developed by the universities and other private and public sector post-secondary educational institutions. The aim of the study is to find out the perceptions of stakeholders (students, teachers, administrators and experts) on effectiveness of online learning programmes of NODES in Sri Lanka. The study will examine the perceptions of stakeholders drawn from around 17 online programmes of disciplines like Medicine, Information Technology, Accounting, Culinary Arts, Agriculture, Business and Disaster Management, Quantity Surveying, Teacher Education, Library Science. It will also try to find out whether there is a relationship between demographic characteristics of stakeholders like gender, age, marital status, education, employment, income, district and effectiveness of online programs in terms of Accessibility and Quality. Significance of the study stems from the effort taken to evaluate an initiative taken to address one of the major problems of the country which is to increase access for post secondary education. Also, it would help to improve quality/effectiveness of online distance education programmes to cater to the current demands from the labour market for employees with technical and employable skills. x The research utilized the survey approach and questionnaires were used to collect data from 216 students and 20 tutors/administrators/experts interviewed. Qualitative analysis of interview data and statistical analysis of questionnaire data are presented as the final output of the research. The findings of this study indicates factors which facilitate and/or obstruct the effective implementation of online programmes to enable feasible strategies for effective implementation to be identified and shared with providers of online learning. Finally, recommendations are made on resolving the identified issues and to extend and improve the effectiveness of online distance education. xi
- item: Thesis-AbstractA Study of barriers for information sharing in Sri Lankan e-government initiativeWelgama, SL; Gamage, CThis study investigates the barriers that influence participation in electronic information sharing among Sri Lankan Government organizations. Information sharing has the potential to improve efficiency in government operations and improved services to the citizens. Although electronic information sharing creates significant benefits government organizations face several barriers to electronic information sharing. The success of electronic information sharing initiatives requires a detailed examination of these barriers. After reviewing the literature on interagency information sharing models and theories related, within this study it was suggested that government organization’s participation in electronic information sharing will be influenced by organizational factors, technological factors and external factors. For this study, data was collected from Sri Lankan Government organizations which have implemented e-Govemment projects. Survey data was analyzed to test the proposed research framework and hypotheses. The findings suggest that organizational, technological and external factors act as barriers for inter- government electronic information sharing. This research has important implications for the e-Govemment participated organizations. Based on the factors identified in this study, programs can be designed to increase inter-government information sharing. Moreover, these findings can be used to develop strategies to enhance electronic information sharing initiatives in Sri Lanka.

One ofthe key requirements of the public sector is to provide knowledge-based goods and services for the general public towards the development process of Sri Lanka. It is believed that sufficient experience in the area of work and extensive training will contribute to achieving the said goal with the assistance of public sector employees. The skills of the public sector employees, who acquired training domestically and internationally, will be vital to bridge any gaps in achieving the development goals of Sri Lanka within the knowledge-based economical environment. Sharing the acquired knowledge, particularly training acquired in overseas countries, with all other public sector employees will make a value addition to the training that they had. Studying the existing systems in the Sri Lankan Public sector giving special attention to the public value of having Knowledge Processing Systems based on the feedback on foreign training is one of the main objectives of this research. This work also proposes a Knowledge Processing System to facilitate key activities of knowledge sharing ifthey are not already available. Based on a wide literature survey, a Framework for a Knowledge Processing System for feedback on foreign training for the public sector was identified as part of this research. In this framework, the main variables are Organization Cultures, Organizational Structure, Technology, Policies, Training, Knowledge Assets, Performance of Sharing Training Feedback. Research findings include observations about the public value knowledge sharing and key aspects that can be incorporated in order to effectively utilize a Knowledge Processing System for sharing feedback on foreign training for Sri Lankan public sector employees.
- item: Thesis-AbstractA Study of factors affecting the usage of government information centre in Sri Lanka and guidelines for improevement(2015-02-01) Aliff, MM; Weerawarana, SThe Government Information Centre (GIC) was launched to disseminate government information to every citizen's fingertips through a common interface, in a convenient, comprehensive and friendly manner. However, call history analysis of the GIC reveals a rather low usage pattern, which is far from reaching its maximum potential. Hence, the key objective of this research is to identify the factors which affect the usage of GIC, also to analyze their impacts and thereby suggest recommendations for improvement. In this research study, a conceptual model of citizen's usage of the GIC has been constructed by leverage of the Technology Acceptance Model (TAM) and other aspects from awareness and trust related literature. Though the target population in this study is the citizens of Sri Lanka, it is due to various limitations such as time and resources, only 384 respondents have been used as the sample population. A questionnaire was formulated, basing it on the factors mentioned in the conceptual model and it was used for data collection in the pilot study. Following the analysis of the data, the conceptual model and the questionnaire were modified in conformity to feasibility, effectiveness and productivity. This paper discusses the results of the research study based on this suggested model and appropriate recommendations are proposed to improve the usage of GIC. The suggested model in this study has its own limitations because it has been based more on the users‟ perspective and further research could be done based on the study of organizational and employees‟ factors.
