UN-ISDR Framework for effective Early Warning Systems encompass four critical linked elements (Figure 1), • Detection, Monitoring and Warning Service (Technical Monitoring and Warning Service) • Risk Knowledge (Awareness of the Risk) • Dissemination and Communication (Dissemination of meaningful warnings to Persons and Communities at Risk) • Response Capability (Public Awareness and Preparedness to Respond)
